In Japanese, it says “the barking of dog is noisy for the neighbors, so you should care about it”.
But, it says “please refrain from barking, to avoid nuisances to neighbors.”
It means you should not bark. So it means you are animal or something like that.
But then, the garden use “please”. Using “please” to animal is also a little funny.
